Firstly I took my picture of Erica Durance, I then wrote what I wanted on the picture

After putting my text on the picture, I went to the right hand side of the screen and found my layer palette, if you look at the palette make sure your text is the one selected and then look at the bottom for the small F

Then click on the small F and go to Stroke

Once your've click on stroke you will get a new window open up where you can, choose the settings of your stroke, It'll look something like this, I have also marked where I have changed my settings

Then once your've sorted out your settings you will have something like this
